The '''Government Modernization Act''' was a bill made in [[2793]] to attempt to move the capital of the [[UEE]] from [[Earth]] to [[Terra system|Terra]]. The bill famously failed by just three votes. It later inspired Senator [[Mira Ngo]] to attempt this again in [[2942]], which also failed.
