High-Secretary is the chief executive of anything structural that takes place inside the UEE borders. The High-Secretary is ex officio member of the Tribunal Among his domains of responsibility are communications, transportation, sewage, power, agriculture and bills/legislation. High-Secretary handles issues regarding the infrastructure that have been refined by Congress and passes them up to the Imperator.
