Human-Xi'an Trade Initiative (HuXa, /HUE-SHa/) is a UEE trade agreement with the Xi'an Empire announced by Imperator Costigan approved in 2947. The UEE representative was Ambassador Yanna Coso.[1] It heavily deregulates restrictions on inter-Empire commerce, incentivizing Xi'an houses to do more businesses with Human companies, and much more. The agreement surpasses 10,000 pages and the public complaints about its complexity. The legislation has remained a secret to the public until its announcement to avoid rampant speculation among investors, respect the one-for-one negotiation policy in Xi'an culture, and respect the request of the Xi'an house.[2]
