Governors are elected by the inhabitants of a State. States are sub-elements of a planetary government and forming the Governors Council. Planet-wide laws and regulations are decided by the Council. A planet has at least 2 Governors. The amount of Governors depends on the size of population and number of states.
The position is limited to two six-year terms.
Representatives are elected officials serving under a Governor. They are forming 'departments and committees that regulate a planet's infrastructure'. The amount of Representatives is determined by a population census every 10 years.
