The mission Halt Illegal Surveillance tasks the player with taking out illegal PDC Monitors, aka 'Skimmers'. Finding them requires the use of Scanning and a mission timer will be triggered once the first is destroyed. It is likely that you will encounter hostile outlaws. The mission Sound of Silence is essentially this scenario in reverse, eliminating Hurston PDCs.

A convicted data-trader has been persuaded to reveal their source of illegal information - the three monitors hidden over at (Comm Relay).
Their low EM signature will make finding them difficult, but scan the area carefully as all of the monitors must be found and destroyed. These devices are outfitted with a countermeasure that will initiate an emergency upload of all the information stored on the data-drives once they are attacked. The monitors must be terminated before they can transfer their stolen information.
