On your eighth visit to ICC Probe 849, Tessa Bannister informs the player of a distress beacon, unlocking 2930-CRU983 as a Quantum drive destination.
Walkthrough
New Objective: Report to Probe
Quantum Drive to ICC Probe 849.
"Finally! I was hoping you'd show. I'm picking up a faint distress beacon on my scanners. I'll send you the coordinates. Might want to be careful though. I was just reading about an outlaw pack that like to use them to lure people into ambushes. Not that it should stop you from looking. Just, you know, don't get ambushed."

Quantum Drive to 2930-CRU983.
Fly inside the rocky cluster.
New Objective: Identify Signal
The signal turns out to be coming from a shipwreck. The mission can be completed by using the flashing red distress beacon found within the wreckage.

Aftermath
You may or may not now be ambushed by Vanduul ships. However it is possible to simply Quantum Drive away from the engagement.
After a cool down of about a minute, when the player next visits ICC Probe 849 it will trigger ICC Assistance (9).
